Eileen Buckheit, Commissioner

eileenwhed2Eileen Buckheit has served as Commissioner of Planning and Development for the City of West Haven since March 2006.  Her department oversees all aspects of development for the City including the Building, Property Maintenance, Zoning, Planning, Community Development and Grants Departments.

Prior to joining the City, Eileen was the Director of Municipal Services for the Regional Growth Partnership in New Haven.  RGP is a regional economic development agency serving 15 towns of the Greater New Haven region.  She specialized in grants and brownfield redevelopment.  She also worked for several years as a project manager in economic development for the City of Bridgeport.

Eileen has an MPA from the University of Connecticut, and her BA in Political Science, also from UCONN.

Harry Eberhart, City Planner

harry-whedHarry Eberhart has served as West Haven’s City Planner since June of 2006.  Previously, Harry was the City Planner of Easton, Pennsylvania, where he also served as the Community Renewal Director and started planning for the Hugh Moore Park, now a national park on the Delaware River.  Harry was also the City Planner for the City of Meriden, Connecticut where he was instrumental in the creation of the Meriden Square Shopping Center.

Harry has a BS in Hotel and Restaurant Management from Penn State University, an MPA in Urban Planning and Renewal from the University of Pittsburgh and a JD in Law from the University of Bridgeport.  Harry has practiced Real Estate, Planning & Zoning and Administrative Law and has been a developer of Commercial and Residential properties.

Ashley McClellan, Special Projects Coordinator

ashleywhed2Ashley McClellan serves as West Haven’s Special Projects Coordinator and has worked in the Mayor’s Office since June 2006.   Previously, Ashley worked as a Dean’s student intern for the University of New Haven’s College of Business, where she was a student consultant for the West River Neighborhood in New Haven, Connecticut; The Mercy Center in Madison, Connecticut; and the Hazell Nut Café at the University of New Haven, West Haven, Connecticut.

Ashley has a BS in Finance from the University of New Haven, and an MBA in Business Policy and Strategy, also from UNH.
